V305.10.24 Health Systems and Services in International Comparison
Goal
Based on the WHO framework on health systems performance, this module allows participants to review, discuss and analyse selected health policy issues in Switzerland and to compare health systems and services of countries in Europe, Africa and Asia. Upon completing the module, you will be able to
- have acquainted the performance framework of health systems and main conceptual elements of this framework and apply the performance framework to current health policy issues in Switzerland
- review, analyse and compare experiences in health system reform and strengthening in countries of Europe, Africa and Asia
- analyse and outline Swiss health policy issues in the light of international experiences
Contents
WHO framework on health systems performance. Emphasis is given on four of the main elements of the performance framework in the Swiss context
- Stewardship/governance
- Health information and evidence for decision-making
- Organisation and provision of services decentralisation including integrated care provision
- Human resources for health
We will apply the performance framework of health systems and the main conceptual elements of this framework such as governance, human resources, financing and health information from a systems-thinking perspective and relate them to emerging topics such as health service organisation, namely integrated care. Participants will be able to critically review and apply the framework to current health systems and policy issues on the one hand and will be able to review, analyse and compare experiences in health systems strengthening and health system reform in countries in Europe, Africa, and Asia on the other. Critical elements such as governance, information and human resources will be related to the performance and expected outcomes of health systems.
Methods
Prior to the module participants have to read and prepare a case study on one of the four elements of the above-mentioned performance framework. The case studies will focus on current Swiss policy and reform issues and relate them to the broader, international context and experiences of other countries. The 3-days module will then consist of
- Introductory lectures on the performance framework for health systems
- Presentation of current health policy options and Swiss, European and international health system changes/reforms
- Interactive work in plenary and group work
After the three module days the participants have to work on and finalise their respective case study.
